speaker balancing

would 1500w rms for subwoofers and 500w rms for speakers be a good balance for a lot of bass but good loud music quality too

This question is impossible to answer as asked.  Balance is not dependent upon power.

what would i go by to know what to get so i dont have underpowered speakes paired with the subwoofers i try looking it up on youtube but i dont know what to believe because everyone gives false information

Is this going in a car/truck/home?. What's the budget?

Dont worry about power levels, you can always adjust your volume levels or output to balance your sound system. Some amp have bass knobs that can control how much bass ypu can induce into your system to level it all out among other factors.
