At the request of a member, I've installed this mod. And it is awesome. Above and beyond what Vbulletin's thread hover does. Check out the screen shot of it.

**this mod doesn't work in recent topics on the top of the board, you have to enter a forum section for it to work. Irronically this mod doesn't work in the annoucement section. hmm??
