Why do you want to tune that low if your goal is to break 150 ? The goal isn't to beak it, if it breaks it good, if not fine. It is going to a "musical" system. Make sense? I'm not aiming to get amazing SPL scores. If I was I could build a one note wonder box and burp at 50+ Hz. It makes sense now -

Found parts for the moped. Bigger motor (72 or 82cc), stronger crank, bigger carb. For ~$200 I can, theoretically, rebuild it completely. Definately on the list as a winter project. Or even this summer if money allows

Wrong. There is no minimum power to "get a sub going". It will perform on 1w, 10w, 1000w... 1500w is a bit too much power for the RL-p18, imo.
There are formulas for calculating the excursion, that's what the software is based on. Why do you want to play the subwoofers below tuning ?

Flared port mold is going to be turned on a lathe. Saves me a TON of time.

Boards for the port flare mold are done Now I either have to use filler to get the radius or take the bigger boards and turn them on a lathe for a perfect mold. Hopefully I can find use the second option.

Agreed that most of the things we think of have been probably tried out by other people. I was thinking a couple months ago about changing the ferrite from a motor to some neo rings / cubes. 2 weeks after the idea hits me I find a subwoofer with that exact idea implemented.
I disagree with you a bit. If there weren't people who tried new stuff there wouldn't pe progress and inovation. At least that is my view on the subject.
