the tangent just implies that she flies off tangent to the circle you can have a tangent line at any point along the circumfrence of the circle

Sounds like a trick question. i know it's not 90 degrees the skier has a horizontal velocity component as she goes down the ball so that would make her fly off before she reaches 90 degrees
