You can run 16ga. wire and you would still be plenty safe. Very little current is outputted from the amplifier. All voltage.

Just face it, we love to hear music played how it should be, and like to push the envelope when it comes to acoustics I have been playing around with stereos forever it seems, chit, the first time I smoked an amp was when I was 10 haha. Skin effect happens only in higher frequency voltages. Even 60Hz voltage does not see the skin effect. Wire is wire...

Your problem could be two things: 1) You need to do the Big 3, 2nd gen Neons have notoriously bad grounds. 2) You are clipping the amp, causing excessive current draw, and the amp to shutdown. SRT-4's have big alternators compared to the rest of the Neon platform, something like 120-140A.
