How do you use hz and know how to use tuning? How do you know what will be the loudest frequency or which one creates the loudest bass?

I'm not even sure how to answer the questions you're asking because I don't rightly know what you are actually asking.

Basically what factors do you use to know what tuning would make your sub the loudest. I was asking based off me always reading about members boasting of their low tuned boxes and the deepness of their bass. If I tuned at 20hz what kind of response should I expect? 30hz and so on. Better explained?

probably flat with a lowerend peak... and it will most likley drop off torward upper hrz.. in are car usally you dont go under 28hrz.. but it dependes on preference what not.. start off at 34 -36 and go from thier

There isn't a quick recipe or a special software that will calculate everything.

have you ever used box modeling software? Download winISD pro alpha and play with it. you can see the response curve differences with different tuning frequencies of a box. Lower tuned boxes have a more flat response, higher tuned boxes have a greater peak just above tuning. The response curve you'll see on there isn't exactly what you'll find in your car since that graph is based on the enclosure basically being out in the middle of a field and your car will have its own acoustic properties that will affect the response curve. But it's a decent general idea.

But if you're wanting the best SPL, it's like Adrian said. Lots of testing.
