If i wired two sundown SAZ 1500D and strappem to 3.0K watts RMS @ 2 ohm

and run two 15" mags, can i make it so the subs are only getting 2.2-2.4K watts? would that be just turning the gain down right? cus i wana run two amps but not power the subs at 3K more like 1.2 a peice.

I hear this will be loud and clean and make people go HUH!

THIS is the setup im going with =P

You are correct sir, just keep your gains set to a resonable level and you'll be fine. BTW: It's a common misconception that our 15's take more power to be equally as loud, but it is the opposite. The 15's are just as loud with lower power compared to our 12's so you don't NEED more power on our 15's.
