What kind of music does he listen to, what does he drive? There are many variables that need to be looked at, especially on a $800 budget. Sound deadening, an enclosure, wiring, amp, subs will run more than $800. IMO your buddy should save up to buy the gear to do it right, on that kind of budget he couldn't afford all of the gear you mentioned above. A Sundown 1500d is $525 new alone. That is 3/4 of the budget right there. Save up to get what he wants, and the essentials to do the job correctly.

If you have loud bass, you should know the laws in your area. I was a young adult at one time too, but I also understood to be respectful of others. If for example bass is my hobby, and my neighbors hobby is shitting his pants, I will gladly keep the beats down for him, and i'm sure he would do the same for me by not shitting in my face. Cops are just doing their jobs, and you have to respect that.
