They left out the most important part.

It's not the actual water pushing. It's the rapid displacement of the water moving it. A jet ski, or any water jet based motor will go no faster than the speed of the incoming water.

Want to speed it up, make it suck in more water

Actually in essence a jet propulsion motor is a turbo. Just instead of air it's using water.
