USPS is the only way to cheaply send something across the border. Just pack it up well.

As Scott mentioned, go with USPS. If you say that the value of the package is over $5, they'll charge the receiver a flat rate of $5 + tax on the value you declare. Package the item really well. Might take a little longer, but it'll save the receiver a bunch of money.

UPS is similar ... if you send a package as a gift and valued at under $5, they won't charge you anything. UPS will absolutely drill you with brokerage fees.
