I think my moms alternator reguator or something in it is broken.

She was telling me that the voltage was dropping down to 12V and not at its regular 14.7V.

I put my DMM on it, got a reading of 12.3 with the car on and 12.6ish with it off.

Took it to a shop and the guy didnt know how to use the meter.

Not that I know of, but this is the first time I've ever had swelling. It usually hurts for a couple minutes, then it's gone. This was that way, but when I woke up yesterday morning, I noticed my toe was swollen, then last night, noticed it was my entire foot. I guess the dancing didn't help.
