if it was me i'd start with the jelly, then sand to see what i have to work with, after that a simply primer coat and color coat should do the trick

By naval jelly, you mean aircraft stripper? Sounds about the same if it eats rust, paint, and burns the chit out of your skin. Put it on and hose it off. Make sure you really hose it off and wear goggles so you don't get it in your eyes as it doesn't feel good. I stripped the railing in my current house with some and 4 different colors of paint off a 59VW. It was way too many layers to get off any other way, I painted it its 5th color.

I like to do it on cool days. Full jeans, shoes (I really only otherwise wear sandals unless its really cold), old flannel, respirator, and of course disposable latex gloves. It will eat the gloves, but they are cheap so I just change them when I spill.

What channel is it on?

Probably OLN or some crap that nobody gets :)

everyone talks about how bad naval jelly burns if you get it on you but i've never been burnt by it, just if it gets in a cut. and i almost always apply it and spread it with my fingers

try some jelly paint stripper

If it doesnt burn you you have no nerves or leather skin

The stripper burns and doesn't really even wash off, just keeps burning. Cold water helps, but it keeps burning. Only hope is to get it off early, which is why I use a bunch of disposable gloves.

It doesnt help with resin, just paint

Resin melts cups when it starts to cure, its prety cool

the stuff i'm using/talking about is the bright pink rust converter or whatever, used to be easy to find under the name naval jelly, now its not so easy.
