Is it "by" or "with" or how should you say a sentence like that! Or does anyone else have any cool sentence that i can make!

"Punished by 4 times Death Penalty" -- Would be as if you were punished BY it, as if it was your dads belt."Punished with 4 times Death Penalty" -- Would be as if you were punished WITH a day of after school detention.
