Much of GMs parts are made in Canada or MExico. You'll find this all over your car. I don't remember the exact year GM made the daytime runners standard, but that's almost a guaranteed sign your vehicle is made for Canadian roads if it has this feature. It's Canadian law so all vehicles were mandated to have them by a certain model year.

It may also just be an option carried over from the police vehicles as the blocks are the same as well as the chassis. That would be my best though.

Ryan, i believe it was 1992 that daytime running lights were a standard in canada.

Its really annoying because you cant creep and your bulbs burn out faster.
