I don't know that I'd bother with it in that instance. All your tuning will be done at the carb, and it's low pressure, so I don't see a need for a return line. If it's too rich, change the jets or vice versa.

but one thing I'm concerned about is since I'm using an electric pump, it's going all out all the time while a mechanical's flow is rpm dependent, would there be problems with it sitting at idle or even with just the key on?

It's just like a water pipe. You have the pressure at the valve at all times, but volume will be controlled by the valve. The engine will only use what it needs.

No, all electric pumps operate this way. You just don't have the benefit of a computer controlling the voltage to regulate flow and pressure as precisely. Of course you won't need to worry about this either with low pressure.
