It's for when he does a run, he can be outside the vehicle but the engine is being revved.

Tuffguy40 sent me this when i asked the same thing,

"the pedal ddepresser , is called THEXTON part no.393 ,if you google search this you will find it,like i said ,i brought this at napa auto."

Keeps the RPMs up, great idea i am thinking about purchasing one.
