There isn't any paypal charges when sent as a "gift"

Yes, it sounds weird, mostly because of the fraud risk.

If you really want the product, you could cover the fees (3%) and send the money as for a product. That way, except for a fraud attempt I can't see a reason why the seller would still want payment as a gift. Same goes for payment for service.
