It isn't a restaurant, but a covered area. There are picnic tables all over and you just sit wherever there is a seat. As for most stuff, Singapore is WAY, WAY, WAY more expensive than here. Beers are usually about $20 each at a bar. Food similar. Hawker stands however are super cheap. Easy to see where to eat

I can still remember the picture you posted a few years ago, sitting in one of those food courts.
