when people talk about tuning their ports to 33HZ and stuff is that based on the size of the port. Also could i run 2 12" SSD subs on a hifonics amp putttin out 1500RMS or should i get one that puts out 2000RMS.

Port tuning is determined by the size of the enclosure, the port area and the port length. The calculations are here - link. The formulas are written for a round port. If you are using a slot port, just convert the port area to the equivalent sized round port.
